Pavis is a bit of a melting pot of human social groups, here are the main ones

Pavisites

Locals born and raised in the Pavis area.

Lunars

The new comers. With their invading armies they also brought colonists. They have been here long enough for people to have been raised with no other home. The Lunar Empire is best thought of as similar to the Romans at their height. Their empire is large and supported by tough, disciplined army backed with impressive magic.

The Yelmalios

Sun worshipers from further down the Zola Fel River. Nominally allied with the Lunars

The Prax Barbarians

The original inhabitants of the area from before the time that Pavis was built. They were defeated by the Lunars and are now somwhat subjigated. Lunar control drops off dramatically outside of the Zola Fel valley. They are Tribal based, usually around one type of animal (Impala, Bison, Zebra...). They do not like Horse riders.

Sartarites

Before invading Prax and Pavis, the Lunars came through Sartar. Many refugees fled from the Lunars to Pavis.
